Call for Proposal: Support and guide ECOM’s sub-recipient NGO in Macedonia in building their strategic governance capacity

Eurasian Coalition on Male Health (ECOM) is soliciting proposals from local individual experts/ consultants to support and guide ECOM’s sub-recipient NGO in Macedonia in building their strategic governance capacity.

Background

Eurasian Coalition on Male Health is an international non-governmental association, located in Tallinn, Estonia. We are a membership-based association, open for non-profits and individuals, acting in the field of sexual health, including HIV issues, for men who have sex with men and trans people, in the region of Central and Eastern Europe and Central Asia (CEECA). We aim to create favorable conditions for all gay, bisexual and other men who have sex with men and all trans people to have access to evidence-based and human rights-oriented health services, including HIV prevention and treatment.

This work is envisaged in the frames of the Regional Program “Right to Health”, launched by ECOM in January 2017 with the support of the Global Fund. The program aims at increasing the access to HIV services for MSM and trans people in the five target countries: Armenia, Belarus, Georgia, Kyrgyzstan, and Macedonia. Description of Services required

One of the areas of ECOM activities is providing technical support to its sub-recipients (SRs) and partners, contributing to building the organizational capacity and sustainability of organizations and services offered by them.

Technical assistance was requested by “STAR STAR” NGO, sub-recipient of the grant in Macedonia. In 2017 the organization has undergone an SR assessment by ECOM. As a result, an organizational development plan with a set of recommendations was developed.  External technical expertise is requested by the SR NGO to address a number of outstanding recommendations of the plan on strategic governance.

The following work is envisaged in the scope of this consultancy:

Activity 1. Facilitate a meeting on developing an organizational and decision-making structure for the SR organization.

Activity 2. Support the organization in formalizing the procedure of regular system of feedback from board, staff, and external stakeholders to inform decision-making in the organization.

Activity 3. Support the organization in delineating Board and Management of the organization.

Activity 4. Prepare a final report describing the work conducted and the results achieved.

Deliverables

  1. Package of materials, used for facilitation of the training sessions. The trainer is expected to share a brief description/ summary of the materials in English with ECOM upon completion of the training.
  2. Meeting on developing an organizational and decision-making structure for the SR organization. The agenda, list of participants and evaluation forms should be shared with ECOM upon completion of the training.
  3. A formal procedure of regular system of feedback from board, staff, external stakeholders for informed decision-making in the organization is in place.
  4. Board and Management of the organization are delineated.
  5. Final report (2-4 pages long) with description of work implemented, results achieved, and challenges faced.

All work is to be done in Macedonian language with final reporting to ECOM in English.

Timelines

The work is anticipated in the period of December 10 – December 21, 2018.

Consultant Qualifications

  • Solid experience in Organization Development trainings in NGO sector.
  • Good knowledge of strategic governance of organizations.
  • Experience of providing technical assistance to LGBT and MSM-service NGOs during last 3 years.
  • Advanced presentation and facilitation skills.
  • Good command of Macedonian and English.
